Introduction
Jeanfield Swifts Community FC intends to engage in a Pre-Application Consultation (PAC) in respect of its Riverside25 project to redevelop Riverside Stadium and lay down two new 3G astroturf pitches.
The requirement for pre-application consultation is set out in Part 2 of the Town and Country Planning (Development Management Procedure) (Scotland) Regulations 2013, (as amended by the Town and Country Planning (Pre-Application Consultation) (Scotland) Amendment Regulations 2021) and sections 35A & B of the Town and Country Planning (Scotland) Act 1997 as amended by the Planning Etc. (Scotland) Act 2006.
Prospective applicants should aim to have a meaningful, proportionate engagement with those who can represent affected communities’ views. The purpose of pre-application consultation is to improve the quality of applications, mitigate negative impacts where possible, address misunderstandings, and air and deal with any community issues that can be tackled. The proposals, if adjusted, should benefit from that engagement and assist the efficient consideration of applications once submitted.
The PoAN Application Form must include the date and location of the proposed consultation events. A minimum of seven days’ notice must be given in the local newspaper before the first event takes place, and a second event must take place no less than 14 days after the first event. The second event should contain feedback from the first event.
A period of at least 12 weeks must elapse between serving the notice on the submission of a planning application to the Council.
Consultation format
The PAC will comprise the following elements:
- Two public meetings in compliance with the Town and Country Planning (Development Management Procedure) (Scotland) Regulations 2013 Regulation 7(2)(b)
- Publication of plans on the project website (https://riverside25.info/plans)
- Invitation to submit written comments by post to Riverside Stadium or via email (riverside25@jeanfieldswifts.co.uk) or the contact form on the website. Comments to be received by 22 April
- Drop-in sessions to tie in with the current Jeanfield Swifts Community FC Coffee Mornings on Thursday 3, 10 and 17 April
- School consultations with pupils at Perth Grammar School and Riverside Primary
- Logo competition (for under 18s)

Public meetings
There will be two public meetings, both to be held at Jeanfield Swifts FC Riverside Stadium. These will be:
- 1 April, 7-9pm
- 15 April, 7-9pm
The outline agendas for these are as follows:
Meeting 1: Welcome & Introductions, Explanation of what we want to do and why, Presentation of outline planning at current stage, Q&A, Roundtable groups to discuss a selection of topics that have arisen in the Q&A.

The public notice for the meetings will be published in the Perthshire Advertiser on 21 March 2025 and displayed on local public noticeboards and on social media/website.
Schools consultation
As many users of the current facility and new facilities will be of school age, it is proposed that we carry out a managed consultation in cooperation with the local schools at Perth Grammar and Riverside Primary. This could be extended to St John’s Primary & Academy if appropriate.
This will involve discussion of the important aspects of development for under 18s, collection of their views and the opportunity for them to participate in a competition to design a new logo for the stadium complex, highlighting its separate identity within the community context.
Informal consultations
There will be an opportunity to attend drop-in sessions at the Jeanfield Swifts Community FC Coffee Mornings on 3, 10 and 17 April, where a member of the project group will be present. These informal sessions will be to provide information and receive opinions, ideas, etc.
In addition, prior to the start of the community consultation, members of the project group will attend a meeting of North Muirton Community Council on 19 March to provide information and take initial soundings.
